REGULAR COUNCIL MEETING SEPTEMBER 1, 2009

The Waelder City Council met for their regular monthly meeting on September 1, 2009 at Waelder City Hall. Those present were Mike Harris, Robert Tovar, Dora Ramirez, Annie Jackson and Curtis Hadnot. Mayor Roy Tovar did preside.

A motion was made by Annie Jackson to approve the minutes with a second by Dora Ramirez. The vote was unanimous and the motion was passed.

A motion was made by Mike Harris to approve the payment of the bills with a second by Curtis Hadnot. The vote was unanimous and the motion was passed.

A motion was made by Mike Harris to approve the financial reports with a second by Annie Jackson. The vote was unanimous and the motion was passed.

A motion was made by Curtis Hadnot to transfer $6000.00 (from Library CD) to checking Waelder Public Library account with a second. The vote was unanimous and the motion was passed.

Open Forum – None

Richard Cedillo (Chairman of the Waelder Clean Sweep Committee) gave the council a report on the Cleaning the City. The Clean Sweep Committee has scheduled a date for the citizens of Waelder to clean up their property for Saturday, September 19,2009. Richard will have a booth at the Fiesta Guacamole to let the people know when, where and any the details for that day. He will be receiving donations (total amount $700) for a raffle after the clean sweep. The Donations will be coming from GVEC, McCoys and Felipe Martinez and couple more places. He attended a meeting with the Commissioner, Judge Bird about helping out with the Clean Up, but could not help out. There was a dump truck for sale. Richard spoke about buying the truck with $3000 from the Clean Sweep Committee account and the city could pay $2000 for the remaining. Richard spoke to Avery Williams for him and his crew to help out for Saturday, September 19, 2009 from 8:00 a.m. – 12:00 p.m.

A motion was made by Mike Harris to set the tax rate at 0.2195 it would increase total taxes in City of Waelder by 7.97%. This complies with Tax Code Section 26.04 with a second by Curtis Hadnot. The vote was unanimous and the motion was passed.

A motion was made by Mike Harris to approve the Felipe Martinez mobile home permit for the cost of $50 and supervisor approval with a second by Robert Tovar. The vote was unanimous and the motion was passed.

The Council convened to Executive Session at 7:47 p.m. according to Texas Government 551.072: Deliberations about Real Property: Lease Agreement of City Property with Jesus Reyna and Francisca Reyna, Lot 4 in Block 42, off HWY 97

The Council reconvened to Open Session at 7:52 p.m.
A motion was by Mike Harris to adjust the lease payment for $200 per month for the next 18 months starting Sept. 4, 2009 with a second by Robert Tovar. The vote was unanimous and the motion was passed.

A motion was made by Dora Ramirez to have the City Hall painted by DeLaSantos for the amount $2400 which includes Labor & material with a second by Annie Jackson. The vote was unanimous and the motion was passed.

A motion was made by Robert Tovar to adjourn with a second by Curtis Hadnot. The vote was unanimous and the motion was passed.
