REGULAR COUNCIL MEETING JANUARY 4, 2011

The Waelder City Council met for their regular monthly meeting on January 4, 2011 at Waelder City Hall. Those present were Mike Harris, Dora Ramirez, Annie Jackson and Becky Ayala. (Robert Tovar: Absent) Mayor Roy Tovar did preside.

A motion was made by Mike Harris to approve the minutes with corrections made and second by Dora Ramirez. The vote was unanimous and the motion was passed.

A motion was made by Mike Harris to approve the payment of the bills with a second by Annie Jackson. The vote was unanimous and the motion was passed.

A motion was made by Mike Harris to approve the financial reports with a second by Dora Ramirez. The vote was unanimous and the motion was passed.

Open Forum:
Felipe Martinez spoke to the Council about a permit on a portable building (24x20) for water and electricity in about a 60 x 70 feet lot. This will be a small home and not a mobile home and a man from Yoakum will be delivering the room. I am not really yet, I still need a couple of loads of gravel and need about 30 days more. Council: "Once the department heads approve it." After you complete the building and all that needs to be done. Mayor Tovar: "We will approve the permit."
Richard Cedillo, "I would like to thank the City of Waelder and all the people that helped in cleaning the city" My goal for the new year is to see if I can help repair the fence at the city park for the festivals and the fence around the baseball park and two (2) gates." The restrooms at the park need work done to them, and the concession stand.

A motion was made by Mike Harris "I move to appoint the Waelder Public Library Board Members Irma Cobler, Vivian Benton, Elida Vera, Sandra Parr and Roberta Kilpatrick" with a second by Becky Ayala. The vote was unanimous and the motion was passed.

A motion was made Annie Jackson to adopt Proclamation for January as Waelder Wildcat Month, with a second Becky Ayala. The vote was unanimous and the motion was passed.

The Council convened to Executive Session at 7:35 p.m. according to Texas Government Code 551.074: Personnel Matters: (a) On Call (b) CDL (c) Reg. Pay (d) Hiring – Police Personnel – Police Department (e) Review and Discuss Applications for 1st Class Lineman (f) Discuss Applications for Lineman Position

The Council reconvened to Open Session at 8:40 p.m. A motion was made by Dora Ramirez to table the on call, no action regular pay and the employees that do not have CDL a (2) two weeks (January 18, 2011) extension, that includes the Driven and Written test and if not termination with a second by Mike Harris. The vote was unanimous and the vote was passed.

A motion was made by Mike Harris to hire the officers that Interim Chief of Police Taylor presented to the Council with a second Annie Jackson. The motion was passed.

A motion was made by Dora Ramirez to post the Lineman position for (2) two weeks with a second by Becky Ayala. The vote was unanimous and the motion was passed.

A motion was made by Mike Harris to adjourn with a second by Dora Ramirez. The vote was unanimous and the motion was passed.
